1 Discuss PTO/PTA contribution to PC, recommended to be $50.

1 Share Noteworthy Budget Dates, especially Jan. 29th public hearing before School Board. Encourage attendance.

1 On Hallowed Ground scholarships for H.S. before 2/15.

1 Solicit volunteers for letters to editor supporting education budget.

Operating & Capital Budgets

Parent Council Discussion Items:

— Voluntary Dues. Thanks to 8 schools so far who have provided dues to PC. Money will be used to develop and maintain our independent PC website, cover printing costs of communications during budget process, support PC mission.

— Draft bylaws and mission statement. Forward comments to PC Pres.

— Intro of new, ACPS School Board Member, Ron Price.

ACPS TeleTown Hall Meeting on Wed., Jan. 16 at 7:00 PM

— TeleTown Hall Meeting to be led by Superintendent Moran; Jackson Zimmerman, Exec. Dir. Of Fiscal Services; Brian Wheeler, School Board Chairman; and Diantha McKeel, School Board Member.

— Registered voters in the county will receive automated calls on home phones from 7:00 - 7:25 PM inviting to join by pressing phone keypad as indicated. This call will bring caller into an ongoing discussion that will be as interactive as the listener chooses.

— Budget info used in the session is available online accessible during the Town Hall meeting.

— To be posted online on Thurs., Jan. 17.

Draft 2008-09 ACPS Calendar

— Committee currently developing draft for parent comment.

— Will work with one draft that is revised through input, rather than developing multiple calendars from which to choose. PC member recommends adding a FAQ box to draft on website, in order to address recurring calendar questions.

— Note - winter break allows for dismissal for 10 school days and 16 calendar days.

Review of 2008-09 Budget Issues & Priorities by Dr. Pam Moran

— Spending per student is $11,064, of which 75% is instructional expense.

— Revenue = $152.1 million (a 2.81% increase over ‘ 07-’08 from all sources local, state, federal)

§ smallest increase in local revenue in living memory (approx $ 2.3 million)

— Expenses= $152.9 million (a 3.3% increase over ’07-‘08)

§ Health insurance cost projected + 8%,

§ Dental insurance cost projected +6%.

§ $6.2 million for employee compensation and benefits increases (market teacher salary increase of 4% + small market adjustments = increases from 1.67 - 5.67%)

— Gap = $862,637 (covered by increased revenues or reductions in proposed ACPS budget)

— Many items vital to aggressive school system are not included in budget. IB program, teacher incentive plan, math specialist expansion, classified technical trainer (recommended by CEPI study), administrative interns, alternative ed plan for extreme behaviors.

— VCU Resource Utilization Study recommendations, are difficult to implement in this budget year, since report was presented Dec. 6. Will factor into budget adjustments upon review.

— Want families to attend budget events.

— Parent Council voted to support the Superintendent’s budget … noting compensation and “wish list” of things not in budget.
