Local and State Budget Update

Albemarle County Budget
The ACPS School Board has submitted the school funding request to the Albemarle County Executive. Mr. Tom Foley, Albe. Co. Executive, will present his recommended budget for FY 2011-12 to the Board of Supervisors at 10:00am on Friday, February 25th, 2011.

Opportunities for feedback on specific elements of the recommended budget:
  1. Contact Board of Supervisor members. One email can be sent to all Supervisors using this address.  Contact information for individual Supervisors can be found here.
  2. Speak at the BOS Public Hearing on Wednesday, March 2nd, 2011, at 6:00 pm. Sign-up sheets for speaking at the hearing will likely be available at 4:00 pm.
State Budget
Each of the three governmental entities — the Senate, the House of Delegates, and the Governor — have submitted a proposed budget. Each of these proposals cut funding to K12 education in Virginia. The estimated impact to on Albe. Co. education funding is:

Senate budget:  < $2 million in cut funding to ACPS
House budget:  > $4.5 million in cut funding to ACPS
Governors’ budget: > $4 million in cut funding to ACPS

The Senate Finance Committee has released a comparison of the House and Senate budgets. Please see the attached presentation pdf; pages 18-22 are specific to K12 education, with a table comparison on page 22.

The Senate budget proposal restores funding for core instructional purposes and general fund support for textbooks, among others. The House budget cuts funding for Middle School art and music teachers, school buses, instructional resource teachers for middle school, preschool programs and other intervention, prevention and remediation programs.

A Joint Conference Committee is now meeting — from February 16 – 26 — to work through the two budgets.
